Theora tai (Ogg Theora) on Xiph.org:in kehittämä avoin videonpakkausformaatti, joka on kehitetty VP3-koodekin pohjalta. Se suunniteltiin suljetun ja patentoidun MPEG-4 koodekin vaihtoehdoksi.
